Summary:
Creates and manages the system's capital equipment acquisition process, coordinating activities related to the procurement of complex capital equipment from project charter through delivery, and manages the sourcing strategy; provides daily direction and leadership in accordance with AHS Procurement (Capital - CAPEX) policies, procedures and best practices in support of business needs.
DUTIES & ESSENTIAL JOB FUNCTIONS:

1.
Creates and implements a Capital Equipment sourcing and acquisition program to identify and facilitate sourcing opportunities pertaining to equipment, services, warranties, training, and associates consumable supplies with support from the Non-Physician-Contracting Group (NPC) and GPO support staff.
2.
Develops a capital equipment sourcing program to proactively identify potential supply chain contracting gaps and acts independently to create contracts as required.
3.
Sets priorities based on greatest impact on cost of goods, services and equipment, lead times, product availability, total cost of ownership, and consumables required by the equipment manufacturer and/or key supplier/partners.
Collaborates with suppliers and internal stakeholders to identify solutions that support operational requirements while reducing Total Cost of Ownership.
Assures that the appropriate stakeholders have reviewed and approved prior to purchase.
4.
Conducts market analysis, analyzes cost data and applies broad industry knowledge to sourcing strategies and recommendations.
5.
Drives the implementation and valuation of strategic opportunities for capital cost improvement across all managed categories and utilize supplier partners and internal resources to drive change.
6.
Measures and track the savings value and service level effectiveness of managed category programs.
7.
Meets and partners with internal departments and business unit stakeholders on a regular basis to align on high-target leverage spend opportunities, to optimize value, improve processes, and to plan leveraged sourcing, contracting and procurement activities to maximize total cost of ownership.
8.
Drafts, negotiates, leads, and manages finalization of complex agreements ensuring all contracts are properly executed in accordance with AHS policies.
9.
Supports minority and women owned business enterprise (MWBE)/Supplier Diversity program aspiration.
10.
Periodically develops requests for proposals (RFPs), evaluates bid responses and recommend bids of acceptable quality, cost saving, service, and payment terms for final approval.
11.
Benchmarks pricing against best-in-class trends using ERP tools, GPO resources, procurement processes and policies aimed at minimizing risk, and maximizing revenue for the system.
12.
Performs other duties as assigned.
MINIMUM
Qualifications:
Required Education:
Bachelor's degree in business, finance, industrial engineering, nursing, healthcare administration, supply change management or related field.
Preferred Education:
Graduate degree in business, finance, industrial engineering, nursing, healthcare administration, supply change management or related field.
Required
Experience:
Four years' experience in supply chain management within a healthcare environment.
Preferred
Experience:
Four years' experience in healthcare capital equipment sourcing and acquisition and/or Clinical Engineering.
Preferred Licenses/Certifications:
Certified Materials & Resource Professional, Certified Professional in Supply Management, Certified Purchasing Manager.
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
