Atherton (population 7,194) is an exclusively residential community located on the Peninsula midway between San Francisco and San Jose. Atherton was incorporated in 1923 and is a general law city operating under a Council-Manager form of government with five elected Council Members and a full-time staff of 51. Atherton is a Town of approximately five square miles with 50 miles of streets.

The Community
The Town of Atherton, located on the peninsula midway between San Francisco and San Jose, is home to some of the most beautiful estates in the country. Atherton is a small, rural, and residential community, without an industrial land use base. The population of approximately 6,900 enjoys Atherton's "plain of oaks." Native live oaks, white oaks, bays, redwoods, cedars, pines, and other ornamental trees cover the six square miles of town. Atherton's current land use goal is to preserve the Town's character as a scenic, rural, thickly wooded residential area with abundant open space.
The Town Government
Atherton operates under a Council-Manager form of government. Each year, with the selection of Mayor and Vice Mayor, the Mayor selects members of the City Council to serve on as the Town's representatives on various committees and regional boards.
Atherton provides a full range of municipal services with a current General Fund budget of approximately $13,000,000. Under the leadership of the City Manager, Atherton's approximate 48 full time and contract staff work diligently for a performance environment of excellence and innovation. The ultimate goal is to provide unparalleled services.
The Department
The Public Works Department is responsible for the overall planning, maintenance, operation, and improvement of public infrastructure, including streets, storm drainage, parks, and all town owned buildings and facilities. The Department also provides engineering services and project management for a majority of the Town's annual Capital Improvement Program. In partnering with the community, the Department's goal is to provide cost-effective, proactive services for a public infrastructure and facilities in a personal, responsive, and innovative manner.
The Position
The Public Works Director/City Engineer oversees and directs all activities of the Public Works Department, including short- and long-range capital improvement planning and development. Under administrative direction of the City Manager, the Public Works Director/City Engineer plans, organizes, and provides administrative direction and oversight for infrastructure engineering, design and construction, streets and traffic control, underground lines, predevelopment plan review, engineering plan checking, permit approval, and facility, parks, and infrastructure maintenance. The Public Works Director/City Engineer provides expert professional assistance to Town management staff in areas of expertise; and fosters cooperative working relationships with intergovernmental and regulatory agencies and various public and private groups.
Responsibilities include, but are not limited to developing, reviewing, and implementing policies and procedures to meet legal requirements and Town needs; overseeing the preparation of engineering plans and specifications, the construction of public projects, and the administration of professional service, construction, maintenance, and other contracts; conferring with and representing the department and the Town in meetings with members of the Council, members of boards and commissions, various governmental agencies, developers, contractors, business groups, and the public; preparing and directing the preparation of a variety of written correspondence, reports, procedures, ordinances, and other written material; and evaluating program and service delivery.

The Town of Atherton is seeking a highly skilled Public Works Director/City Engineer with the ability to hit the ground running. An individual who is engaging, compassionate, a good mentor, and has proven ability in the delivery of capital improvement projects will excel in this position. The ideal candidate will have strong communication skills. The new Public Works Director/City Engineer will value collaboration and take a problem-solving approach to negotiations. A team player who offers impressive engineering and capital improvement project depth and implements supportable public projects is sought.
Atherton will benefit from a Director who effectively anticipates future issues and determines what course of action the Town should take. Customer service and community relations are important facets of the position. The Public Works Director/City Engineer will be looked upon to provide leadership to the Department to ensure professional interaction with Council, commissions, residents, and other department heads. A motivational manager who is not afraid to delegate the necessary tasks for completion of projects will function well in this role.
The ideal candidate will have excellent interpersonal skills, be able to handle multiple projects simultaneously, and possess the ability to keep track of the progress for all projects without micromanaging. The ideal candidate is also someone who is a life-long learner and has the ability to master new subjects within a short time-frame. The Director will also possess the aptitude necessary to be a successful decision maker. Candidates should be politically astute, yet apolitical.
Candidates must possess six (6) years of progressively responsible experience in municipal engineering and public works administration with at least four (4) years of supervisory experience. Experience as a director, deputy, or assistant director of public works is preferable. Possession of a Bachelor's degree with major coursework in civil engineering or a related field is required. Registration in California as a professional civil engineer is preferred, but not required.

The Compensation
The annual salary range for the Public Works Director/City Engineer position is $163,850-$189,677; placement within this range is dependent upon qualifications and experience. The Town offers an attractive benefit package including: CalPERS 2%@55 for classic members, 2%@62 for PEPRA, telephone allowance, management leave, 11 holidays, 1 floating holiday, sick and vacation leaves, and generous health, dental, and vision benefits.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
